This issue of OPPORTUNITY: The inconvenient truth...Family Income and Educational Attainment, 1970 to 2010 is devoted to our annual analysis of data from the Census Bureau on educational progression and attainment by levels of family income. Students from different family income backgrounds are sorted, tracked and either encouraged or discouraged to persist and attain according to their inherited family income backgrounds. This process is especially brutal in higher education where nearly all efforts—perhaps including yours in enrollment management—have been directed toward and benefit almost entirely students born into the top half of family incomes, above about $61,600.

Federal aid.... TRIO Supportive Services 1965 to 2010 ....beyond financial aid
This issue of OPPORTUNITY is devoted to the federal TRIO supportive services. These programs help secondary education students from low income/first generation families prepare for college (Upward Bound, Talent Search), for adults to get back into college (Educational Opportunity Centers), for students to succeed in college (Student Support Services) and to prepare for doctoral study (McNair Scholars). For the current 2011-12 academic year there are 2947 of TRIO programs serving 797,248 participants.

In this issue of OPPORTUNITY: Reality versus Policy....The Changing Human Capital Economy of the United States, 1948 to 2010 we examine the restructuring of employment in the United States between 1948 and 2010. To the extent we expect education to prepare young people for employment during their adult lives, our analysis makes clear that many jobs in some goods producing industries that paid well in the past are gone forever. Yet the human capital economic evolution is producing new jobs in many service providing industries that pay well, but only with large investments in postsecondary education and training.

Boys in K-12 Education, 1994 to 2009
Males have become seriously underrepresented in higher education over the last three decades, and failure to get a higher education sharply curtails their prospects and welfare the rest of their lives. This analysis of recently released data from the Census Bureau explores the origins of male disengagement from higher education. These data focus on male feelings about school in elementary and secondary education. -- Efforts to restore male enrollments in higher education must begin no later than the middle school grades if boys are to be prepared for the challenges and opportunities of higher education.

College Participation Rates for Students from Low Income Families by State FY1993 to FY2010 [Spread]
This Excel workbook contains state and national data used to calculate college participation rates for students from low income families for the years FY1993 to FY2010. This rate is the ratio of dependent Pell Grant Recipients divided by 4th to 9th graders nine years earlier, approved for free or reduced-price school lunches.
The data for each state includes: dependent Pell Grant recipients by state of residence, 4th to 9th grade enrollments in public schools, the percent of children approved for subsidized school lunches, the number of 4th to 9th graders in these low income families, and their rate of enrollment in college nine years later. These data show the number of children in these low income families in the K-12 pipeline headed toward higher education in each state.

Pell Grant Recipient Data by State, 1976-77 to 2009-10 [Spread]
This large Excel workbook contains Pell Grant recipient data by state, by institutional control, and by year, 1976 to 2010.
The data are compiled from annual Pell Grant End of Year reports prepared by the U.S. Department of Education. The recipient data included both the numbers of Pell Grant recipients and the Pell Grant dollars they received for each academic year. The Pell Grant recipient data are classified in two ways: first by location of institution, then by state of residence of the recipients. The difference between these two is net migration of Pell Grant recipients and dollars into or out of each state.
